20:04:18:14.  Responsibility of veterinarian to secure specimens and to maintain records. The veterinarian shall secure specimens of saliva, urine, blood, or any other specimens from the horse or horses designated by the stewards or by the commission and shall maintain records for identification of such specimens as required by the commission. He shall secure the proper signatures, as required by the commission, of witnesses to the taking of specimens and the ultimate sealing of them for delivery to the official chemist. He shall deliver or ship all specimens to the official chemist.
