     HB 1221:   FOR AN ACT ENTITLED, An Act to   revise the financial disclosure requirements for lobbyists and employers of lobbyists.

     Rep. Mel Olson moved that HB 1221 be amended as follows:

     On page 2, after line 23 of the House State Affairs Committee engrossed bill, insert:

"      Section 4. That chapter 2-12 be amended by adding thereto a NEW SECTION to read as follows:

     On or before July first of each year, each public employee lobbyist registered pursuant to §  2-12-7.1 shall submit to the secretary of state a complete and detailed report of all costs and expenses incurred for the purpose of influencing legislation. However, the personal expenses of the lobbyist spent upon the lobbyist's own meals, travel, lodging, phone calls, or other necessary personal needs while in attendance at the legislative session need not be reported. The reports shall be personally sworn to by the person making the report in the presence of a notary public. The secretary of state shall prescribe concise and simple forms for reporting costs and expenses for public employee lobbyists. The completed reports shall be open to public inspection.

     Section 5. That chapter 2-12 be amended by adding thereto a NEW SECTION to read as follows:

     On or before July first of each year, any agency of state government represented by a public employee lobbyist registered pursuant to §  2-12-7.1 shall submit to the secretary of state a complete and detailed report of all costs and expenses incurred for the purpose of influencing legislation. The report shall be personally sworn to by the person making the report in the presence of a notary public. The secretary of state shall prescribe concise and simple forms for reporting costs and expenses. Costs and expenses do include the salary, fees, and other compensation paid by the state to any employee or other person registered to be a public employee lobbyist for the state agency.

     Section 6.
