         A JOINT RESOLUTION,  Proposing and submitting to the voters at the next general election an amendment to Article XXI of the Constitution of the State of South Dakota, relating to hunting, fishing, and trapping.
BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF SOUTH DAKOTA, THE SENATE CONCURRING THEREIN:
     Section  1.  That at the next general election held in the state, the following amendment to Article XXI of the Constitution of the State of South Dakota, as set forth in section 2 of this Joint Resolution, which is hereby agreed to, shall be submitted to the electors of the state for approval.
     Section  2.  That Article XXI of the Constitution of the State of South Dakota be amended by adding a NEW SECTION to read as follows:
     §  9. Air, water, wild animals, birds, and fish are valuable resources and are to be managed for the benefit of all citizens of South Dakota. Hunting, fishing, and trapping and the taking of wild animals, birds, and fish are a valued part of our heritage and shall be preserved for the people. Fish and wildlife shall be managed by the state to provide persons with the continued

opportunity to take, by traditional means and methods, species traditionally pursued by hunters, anglers, and trappers. Fish and wildlife management shall be consistent with the state's duty to protect this hunting and fishing heritage and its duty to conserve wild animals, birds, and fish. The Legislature may enact appropriate laws to carry out these duties.
