         A CONCURRENT RESOLUTION,  Urging the United States Congress and President George W. Bush to fully fund the No Child Left Behind Act of 2001.
     WHEREAS,  South Dakota recognizes the intent of the federal mandate known as the No Child Left Behind Act of 2001; and
     WHEREAS,  South Dakota supports the law's basic goal of higher school achievement for every student; and
     WHEREAS,  elementary and secondary students in South Dakota schools deserve a highly- qualified teacher in every classroom; and
     WHEREAS,  any teacher or education support professional who needs additional training, college courses, or professional development to meet new federal standards, should receive federal funds to pay for such training; and
     WHEREAS,  students enrolled in special education programs should be tested at the grade level at which they receive instruction or should be exempted from testing at all; and
     WHEREAS,  the federal government has not fully funded the mandate known as the No

Child Left Behind Act of 2001:

     NOW, THEREFORE, BE IT RESOLVED,  by the House of Representatives of the Seventy- ninth Legislature of the State of South Dakota, the Senate concurring therein, that the United States Congress and President George W. Bush fully fund the No Child Left Behind Act of 2001, in order to meet the law's expectation.
