         SB 157: increase the per student allocation in the state aid to education formula, to revise the calculation of state aid to education, to direct the Department of Education to undertake a study of school funding, and to exempt from reversion certain funds appropriated for the state aid to education formula.

The state treasurer shall transfer to the state general fund from the budget reserve fund created in §  4-7-31 the sum of five million two hundred ten thousand dollars ($5,210,000) for distribution by the secretary of the Department of Education through the state aid to general education formula in chapter 13-13.

     Section 9. Section 3 of this Act takes effect June 21, 2005.".

     On page 6, after line 13 of the House engrossed bill, insert "If any money is reappropriated for state aid to general education pursuant to this section, the percentage of that money attributable to local effort based upon the percentage of total school funding that local effort contributed during the previous fiscal year, shall be returned to the school districts in the form of a lump sum payment to each school district based on the district's adjusted average daily membership pursuant to § 13-13- 10.1 (2). ".
