     Any rules promulgated to establish standards for the classification and accreditation of pre- kindergarten programs shall ensure that any child under the minimum age for kindergarten pursuant to § 13-28-2 is not required to attend a pre-kindergarten program. In addition, any such rules shall ensure that any school district that receives foundation program state aid for pre-kindergarten programs shall collaborate with any provider that volunteers to participate, that operates within the boundaries of the school district, and that meets the accreditation standards for pre-kindergarten. "
