         HB 1048: reform certain campaign finance requirements and to establish certain fines and penalties.

At the request of the Chair, Secretary of State Chris Nelson answered questions.

"
     Section 45. No candidate, political committee, political action committee, or political party may receive a personal loan in excess of the contribution limits set forth in sections 7 to 10, inclusive, of this Act.

     Section 46. A candidate, political committee, political action committee, or political party shall pay a usual and customary interest rate to the lender for any loan the candidate, committee, or political party receives and holds. The lender shall maintain a definite repayment schedule and the loan shall be made on a basis that assures repayment.".
