    The prayer was offered by the Chaplain, Pastor Howard Grinager, followed by the Pledge of Allegiance led by House page Kelsey Luckhurst.

    On page 1, delete lines 10 to 12, inclusive, and insert:

"    Section 2. That Article III of the Constitution of the State of South Dakota, be amended by adding a NEW SECTION to read as follows:

    § 33. The Legislature may, by law, empower a committee comprised of members of both houses of the Legislature, acting during recesses or between sessions, to approve, disapprove, or otherwise affect transfers of appropriated funds during that fiscal year.".
