The Senate and the House Committees met jointly to hear testimony.
Mr. John Ellis, Juvenile Corrections Monitor for the Department of Human Services, offered the
findings of his report for July 1, 2009 to December 31, 2009. (Handout #1)

Doug Herrmann, Director of Juvenile Services for the Department of Corrections, explained the
Private Facilities Report and answered questions. (Handout #2)
Senator Gillespie requested to have a narrative report rather than a chart report, citing that a narrative
report gives more details about the incidents .
Senator Jean Hunhoff would like information on restraints so Senator Tieszen requested a general
overview of restraints for the next meeting. Additional follow-up on the restraints covered in the
current report should be elaborated on in the future report.

A discussion was held on future meeting dates and times. Senator Tieszen said meeting dates will
coincided with Appropriations and Rules meetings and the calendar is subject to additional meetings.
A future meeting will be a video conference.
Senator Haverly cautioned that testimony can sway you in a video conference call.

September, 2010 Juvenile Facilities Site Tours*
October 4, 2010 10:00 am
*Juvenile Facilities Site Tours will be 1-2 committee members visiting sites within their hometown
areas, according to Senator Tieszen. Representative Dennert said more facilities can be visited with
members traveling less miles, but did prefer at least two committee members on the tours. The
Department of Corrections will assign staff to accompany legislators on the visits.
