    The House convened at 12:00 p.m., pursuant to adjournment, the Speaker presiding.

    The prayer was offered by the Chaplain, Roy Larsen, followed by the Pledge of Allegiance led by House page Annabelle Simpson.

    Roll Call: All members present except Reps. Anderson, Frye-Mueller, Howard, Johns, David Johnson, Marty, and Pourier who were excused.

APPROVAL OF THE JOURNAL

MR. SPEAKER:

    The Committee on Legislative Procedure respectfully reports that the Chief Clerk of the House has had under consideration the House Journal of the third day.

    All errors, typographical or otherwise, are duly marked in the temporary journal for correction.

MESSAGES FROM THE SENATE

    I have the honor to inform your honorable body that the Senate has approved the adoption of the temporary joint rules adopted by the Ninety-fourth Legislative Session as the permanent joint rules for the Ninety-fourth Legislative Session with the changes adopted in the Joint Legislative Procedures Committee report.

    I have the honor to transmit herewith SCR 3 and 4 which have been adopted by the Senate and your concurrence is respectfully requested.

MOTIONS AND RESOLUTIONS

    SCR 1: A CONCURRENT RESOLUTION, Urging Congress to increase federal funding for special education.

    Rep. Schoenfish moved that SCR 1 as found on page 13 of the Senate Journal be concurred in.

    SCR 3: A CONCURRENT RESOLUTION, Commending, honoring, and thanking South Dakota's numerous women veterans for their service to our country and state.

    Was read the first time and the Speaker waived the committee referral.

    SCR 4: A CONCURRENT RESOLUTION, Commending and thanking the men and women of the United States Immigration and Customs Enforcement (ICE), urging Congress and the President to fund construction of steel barriers and border control impediments along with the strengthening of current border control infrastructure, and urging Congress and the President to ensure compliance with and enforcement of federal immigration laws.

    Was read the first time and the Speaker waived the committee referral.

CONSIDERATION OF REPORTS OF COMMITTEES

    Rep. Qualm moved that the report of the Joint-Select Committee relative to the arrangements for a memorial service for the Ninety-fourth Legislative Session as found on page 34 of the House Journal be adopted.
