Quorum required of boards--Concurrence required for action--Record of
proceedings.
A quorum is required of each board in order to transact any business. For the purposes
of this chapter, a majority vote of each respective board is required for taking any action, and any
action requires the concurrence of both boards. The boards shall keep a record of all of their
proceedings relative to this chapter.
