Commission to adopt rules addressing competitive provisions.
Within ninety days
after July 1, 1998, the commission shall initiate rule-making proceedings pursuant to chapter 1-26
to adopt rules addressing the competitive provisioning of local exchange service which, consistent
with 47 U.S.C. § 253(b) as of January 1, 1998, shall be directed toward preserving and advancing
universal service, protecting the public safety and welfare, ensuring the continued quality of service,
and safeguarding the rights of affected consumers. The preservation and advancement of universal
service shall be a primary concern. The commission shall adopt and implement the rules no later than
one hundred eighty days after July 1, 1998.
