Unreasonable preferences and prejudices prohibited--Violation as petty offense--Separate offenses.
No public utility may, as to rates or service, make or grant an unreasonable
preference or advantage to any person or subject any person to any unreasonable prejudice or
disadvantage. An intentional violation of this section is a petty offense. After the first judgment, each
day's violation is a separate offense.
