Establishment and use of parking meters--Use of proceeds.
Every municipality shall
have the power to acquire, operate, maintain, and regulate parking meters on the public streets and
places and on parking lots and areas controlled by the municipality, to fix and collect regulatory
parking fees for the parking of vehicles in parking meter spaces thereon, and to use the proceeds
therefrom for traffic regulation, acquiring and maintaining traffic control equipment or facilities, or
acquiring, equipping, and maintaining of parking lots and areas or for the construction, maintenance,
and upkeep of municipal streets and alleys.
